District of Tumbler Ridge Information

Many entrepreneurs in Tumbler Ridge are either already struggling or will be struggling during these times. Remember even some of the franchise businesses in our community are local entrepreneurs. These are not corporate owned businesses but usually owned by someone who took a risk. The District of Tumbler Ridge, in partnership with several much valued local businesses have launched a free delivery service that utilizes District staff and encourages our residents to support these businesses. The District’s economic development office is looking at opportunities to work with the Chamber of Commerce, Love Tumbler Ridge and others to encourage everyone to shop local and where possible support the small business community. EMERGENCY OPERATIONS CENTRE ACTIVATION

Thursday, March 26 2020, the Province requested that all communities in British Columbia open their Emergency Operation Centres in relation to the COVID-19 response being coordinated by all levels of government.

Tumbler Ridge has now opened its Emergency Operation Centre (EOC) at a level one. This will see the District continue to monitor the situation and provide updates to the public as we have been doing. This activation is not due to any change in the circumstances in Tumbler Ridge and we will continue to monitor the situation and share information with the public as it becomes available.

Yes – same schedule.

Is the recycling depot at the transfer station still open?
Yes. Open Tuesday-Saturday, 10AM – 6PM.

Can I still purchase a business licence, marriage licence, dog licence or development permit or contact a commissioner for affidavits during the shutdown?
Yes. Town Hall is open to the public as of June 1. Physical distancing measures are in place – only 3 people in at a time.

What will happen to my current facility membership pass?
All passes are being paused for as long as the facilities are closed, and will start up again once they reopen.

Now that council meetings are closed to the public, how do I view a meeting?

A Message From Your Local Doctors

To our patients in Tumbler Ridge,
We are taking this unusual step to write to you personally regarding the COVID-19 virus. You will have heard the directive from our Provincial Health Officer, Dr Bonnie Henry, to self-isolate and practice physical distancing.
The time to act is now. Our province is in a state of emergency. What we do today will impact the health of British Columbians in the weeks to come.
Please stay home unless absolutely necessary (one exception for Tumbler Ridge is going out for a walk, or onto the trails, provided this does not involve close contact with others). No dinner parties. No shopping. No sports, not even outside. Instead, have coffee with a friend online.
Keep two metres away from everyone at all times. That’s about the width of a car or two length of two arms stretched out. Call your loved ones and tell them to do the same.
Remind young people in your life that they can get sick from this virus. More importantly, they can be carriers and cause a lot of harm to parents, grandparents, and other loved ones.
We can do this, but we can’t wait one more hour or one more day. Let’s save lives, together.
And let us be grateful that we live where we do, where it is often easier to put these necessary steps into practice than in many other places.

BC Parks Information

As of April 20, 2021:

Welcome to another camping season in BC Parks. Every successful trip starts with a great plan. That plan is a little bit different again this year as we all do our best to stay healthy during COVID-19. See bcparks.ca/covid-19 for details.

This year, British Columbians have priority access to camping reservations for the entire summer season. Reservations can be made starting March 8 for arrival dates up to May 8, and can be booked up to two months in advance from there on. Find out when you can book at each park at bcparks.ca/operating dates/. Policy information can be found at bcparks.ca/covid-19/camping-2021. For those of you coming from out of province, reservations start July 8 for the remainder of the season.

We want to see you back at your favourite park, but mostly we want you to have a safe and healthy summer, so plan ahead to make the most of it.

During this time, businesses and consumers may find it difficult to make payments. Talk to your local financial institutions to see what they can do to help you. In most disasters, banks and credit unions will provide such things as short term interest relief and interest only payments. Funding & Support from the Provincial & Federal Government (CERB, CEWS, CEBA, CRB)

COVID-19 Provincial and Federal Benefits
British Columbians affected by the COVID-19 pandemic are able to access income supports, tax relief and direct funding for people, businesses and services.

This compiled list of federal and provincial financial benefits is updated on an ongoing basis.

CERB (Canada Emergency Response Benefit) is now closed. If you continue to need income support, find out if you are eligible for Employment Insurance or other Recovery benefits. Click here.

The Canada Emergency Wage Subsidy (CEWS):
As a Canadian employer who has seen a drop in revenue during the COVID-19 pandemic, you may be eligible for a subsidy to cover part of your employee wages. This subsidy will enable you to re-hire workers, help prevent further job losses, and ease your business back into normal operations.

Canada Emergency Business Account (CEBA)
The CEBA Application Period Has Been Extended
Applicants now have until June 30, 2021 to apply for a $60,000 CEBA loan or the $20,000 expansion at their financial institution.

Canada Recovery Benefit (CRB):
The Canada Recovery Benefit (CRB) gives income support to employed and self-employed individuals who are directly affected by COVID-19 and are not entitled to Employment Insurance (EI) benefits. The CRB is administered by the Canada Revenue Agency (CRA).

If you are eligible for the CRB, you can receive $1,000 ($900 after taxes withheld) for a 2-week period.

If your situation continues past 2 weeks, you will need to apply again. You may apply up to a total of 19 eligibility periods (38 weeks) between September 27, 2020 and September 25, 2021.

Sector-Specific Supports
The federal government has announced funding specific to several sectors of the Canadian economy. Detailed information is contained with the “support for sectors” section of the Economic Response Plan, available here.

Additional support for businesses is also available through non-sector specific federal programs or regional development agencies. Use the ‘find financial help during COVID-19’ tool, which guides you towards programs that may help based on your answers to a few short questions. The tool is available for businesses (including non-profits and charities) here.

Amplify BC

On April 13, 2021, the B.C. government announced a renewed investment for Amplify BC to support the recovery and growth of B.C.’s music industry.

People and companies in B.C.’s music industry can plan for the future with $22.5 million dedicated to the sector over the next three years. Creative BC will continue to adapt Amplify BC’s programs each year to meet the changing needs of the music industry as part of B.C.’s economic recovery.

Amplify BC programs will deliver funding through four streams serving B.C. artists, live music presenters, music companies and the development of the music industry.

Amplify BC 2021-22 programs and funding deadlines will be announced in summer 2021.

BC Recovery Benefit

Apply now for the BC Recovery Benefit, a one-time, tax-free payment of up to $1,000 for eligible families and single parents and up to $500 for eligible individuals. You have until June 30, 2021 to apply.

BC Small & Medium Size Business Recovery Grant

Small and medium-sized businesses are vital to British Columbia’s economy. The Small and Medium-Sized Business Recovery Grant program provides fully-funded grants to businesses to ensure they have the support they need during and beyond COVID-19.

How the program works
The Small and Medium-Sized Business Recovery Grant program will invest up to $300 million in targeted financial support for some of the hardest hit businesses in B.C. that employ between two and 149 B.C. residents and have experienced declines in revenue since March 10, 2020.

Grants of $10,000 to $30,000 are available. An additional $5,000 to $10,000 grant is available to eligible tourism-related businesses that have been hit especially hard by COVID-19.

New program criteria
As of March 4, 2021:

– The program has been extended to August 31, 2021 or until funds are fully expended, whichever comes first
– Businesses only need to show a 30% revenue loss from March 2020 to now when compared to the same one-month period in 2019
– Help preparing a complete application package is now available from a registered Small Business BC service provider

If you applied to the program prior to March 4, 2021:
– You do not need to resubmit an application
– Applications received prior to changes will be reviewed under updated program criteria
– Businesses that have already been approved for funding are not affected by these changes

WorkBC Wage Subsidy

The WorkBC Wage Subsidy program provides funding to eligible employers to hire, provide work experience and on-the-job training.

Wage subsidy offers employers:

A portion of employee wages
Support for ongoing operations and expansion
Disability supports to reduce work-related barriers for an employee
An opportunity to:
Re-hire laid off employees
Hire new employees
Better connect job seekers and employers to meet hiring needs

Canada Emergency Rent Subsidy (CERS)

Canadian businesses, non-profit organizations, or charities who have seen a drop in revenue due to the COVID-19 pandemic may be eligible for a subsidy to cover part of their commercial rent or property expenses, starting on September 27, 2020, until June 2021.

This subsidy will provide payments directly to qualifying renters and property owners, without requiring the participation of landlords.

If you are eligible for the base subsidy, you may also be eligible for lockdown support if your business location is significantly affected by a public health order for a week or more.

Circuit Breaker Business Relief Grant

The Circuit Breaker Business Relief Grant provides fully funded grants to hospitality and fitness businesses impacted by the March 30, 2021 Provincial Health Officer (PHO) orders.

How the grant works
Grants of $1,000 to $10,000 are available to hospitality and fitness businesses impacted by the March 30, 2021 PHO orders on gatherings and events and liquor and food serving premises.

Grants are available until June 4, 2021 or until funds are fully expended, whichever comes first.

Regional Relief and Recovery Fund – Women’s Enterprise Initiative Stream

The Regional Relief and Recovery Fund

The Regional Relief and Recovery Fund (RRRF) was announced by the Government of Canada to provide financial support directly to small and medium-sized women-owned or -led businesses. Loans of up to $40,000 are available through Women’s Enterprise Initiative (WEI) organizations across Western Canada to address COVID-19 impacts on short-term stability.

This access to financing will support small enterprises that are unable to access larger federal relief funding programs, or unable to obtain a loan/credit from traditional financial institutions, and that are struggling with working capital needs.

Western Economic Diversification Canada (WD) is collaborating with several partner organizations to deliver the Fund in Western Canada.

Funding offered through Women’s Enterprise Initiative organizations in Western Canada is intended for rural or urban women-owned or women-led businesses (including sole proprietors and social enterprises). WEI will deliver loans up to a maximum of $40,000.

Women-owned or women-led businesses requesting over $40,000 must apply through Western Economic Diversification Canada.

Support for businesses – BDC financing.

Working Capital Financing: Up to $2 million to help cover operational activities such as supporting sales growth, financing initiatives to drive revenue and support a recovery plan.

Small Business Loan: Up to $100,000 online for businesses who have been in operation for at least 24 months and are generating revenues.

Indigenous Community Support Fund

This fund helps Indigenous communities prevent, prepare and respond to coronavirus disease 2019 (COVID-19).

BC Hydro

COVID-19 resulted in financial hardship for many of our customers, particularly those that experienced job loss, had to close their businesses, or were otherwise unable to work. To support our customers, we provided the COVID-19 Relief Fund.

The fund was available from April 1 to June 30, 2020 and it provided eligible residential and small business customers with three months of financial relief on their BC Hydro bill. The program is now closed.

For customers who weren’t eligible for the COVID-19 Relief Fund, we offered the COVID-19 Customer Assistance Program, which allowed you to defer bill payments or arrange for flexible payment plans with no penalty. This program is closed as of June 30, 2020.

Although these programs have closed, we’re still here to help. If you had overdue payments and were facing disconnection prior to any additional financial hardship that arose from COVID-19, you may be eligible for a Customer Crisis Fund grant of up to $600.

If you’ve fallen behind on bill payments, we encourage you to set up a flexible, catch-up payment plan to pay the overdue amount. Log in MyHydro to set up a catch-up payment plan online, or request a plan by calling us at 1 800 BCHYDRO (1 800 224 9376).

Building Resilience to Thrive (BC Chamber of Commerce)

The online training program, developed in partnership with UVIC’s Gustavson School of Business, will offer relief to businesses, helping to mitigate the negative impacts of the COVID-19 pandemic by teaching them how to adapt their business models, re-engage customers, and adjust workplace cultures. The certificate program will be offered to individuals at a minimal registration fee to ensure cost isn’t a barrier during the pandemic and will be facilitated through a virtual learning platform.

Innovative Solutions Canada - COVID-19 Funding Opportunities

Innovative Solutions Canada has dedicated funding to help combat current and future outbreaks of the novel coronavirus (COVID-19) and other similar threats. Click here for more information.

Launch Online Grant Program

The Launch Online Grant program provides funding to B.C.-based business to create an online shop and/or improve their e-commerce experience to attract new local customers and expand to new markets. The grant will pay for up to 75% of eligible expenses, up to a maximum of $7,500 per business.

The program supports a rapid response for businesses and is accepting applications from businesses ready to start and finish their online shop within 12 weeks.

Up-to 25% of funds will be reserved for Indigenous businesses and businesses operating outside of the lower mainland and greater Victoria.

The funds must be used to hire B.C.-based company(ies) to do the online store development.

The program application has three steps

Step 1:
Develop a grant proposal that indicates how you plan to use the funds. Businesses need to show a cost estimate that includes how much funding you need and how the money will be spent.

Step 2:
Complete the online application demonstrating that you meet the eligibility criteria and submit your online shop proposal.

Step 3:
Applicants will be contacted within three weeks with the outcome of their application.
